2016 Crime Data and Access to Information in Georgia

The incompleteness and inconsistency with which the Ministry of Internal Affairs has been publishing crime data raises questions that the Ministry is purposefully trying to keep the public in the dark about the actual levels of crime in the country. In addition, the data that is published has often been contradictory, which damages public trust towards official statistics on crime.

OGP - Global Summits and Georgia's Achievements

On May 4, 2016, Georgia was elected co-chair of the Open Government Partnership (OGP) after serving as a member of the OGP Steering Committee since August 2013. As the co-chair, starting October 1, Georgia will head the Steering Committee together with its current chair – France. The following year, Georgia will itself take over as the OGP chair country and take an active part in developing OGP’s main directions and strategies.

Tbilisi Government Adopted Tbilisi Action Plan 2017 Within the Framework of “Open Government Partnership”

On November 16, 2017, the Government of Tbilisi adopted Tbilisi OGP Action Plan 2017. In May 2016 the working group for development, promotion and monitoring of implementation of the Action Plan within the framework of “Open Government Partnership” was created. The working group is composed of representatives from various NGOs and international programs, including: OSGF, IDFI, “Transparency International Georgia, USAID Program on “Good Governance Initiative in Georgia” and “Delegation of the European Union to Georgia” program.

Open Contracting Data Standard - Data Disclosure at Its Best

Disclosing procurement-related documents is the first step towards building a transparent public procurement system. However, making the data included in these documents machine-readable is equally, if not more, important, since otherwise it is nearly impossible to process procurement related data on a large scale.

Review of Commitments Undertaken by the Government of Georgia in its 2016-2017 Open Government Action Plan

Georgia was elected as co-chair of OGP for a 2 year term, which includes servings as the OGP chair country for a period of one year starting October 1, 2017, means that Georgia must fulfill all of its commitments and serve as an example for other member states.

2013 Bonuses and Salary Supplements in the Ministry of Internal Affairs

Public officials in the MIA central office had received bonuses of GEL 2,325,789 in January-October 2013. The Minister of Internal Affairs had received a bonus of GEL 4,335 only once in February. However, most other public officials received monthly bonuses that were much higher than their monthly salary on a monthly basis.

European Parliament Resolution Against Russian Propaganda

On November 23, the European Parliament adopted a resolution that extensively discusses propaganda directed against the European Union and calls on EU institutions to take counter measures. The resolution identifies the Russian Federation and terrorist groups as the main sources of propaganda.

Management, Transparency and Accountability of State-owned Companies

The Institute for Development of Freedom of Information (IDFI) and Georgian Young Lawyers' Association (GYLA) have jointly prepared a policy paper titled Management, Transparency and Accountability of State-owned Companies within the framework of the Eastern Partnership Civil Society Forum - Georgian National Platform. The policy paper was presented to the Government of Georgia on November 22 during a conference organized by the National Platform.

IDFI's Workshop on Dialogue between the Public and Private Sectors

IDFI and USAID program Governing for Growth in Georgia (G4G) held a workshop titled Dialogue Between the Public and Private Sectors. Attendees included employees of the Georgian Parliament, Ministry of Finance, Ministry of Justice, Ministry of Environment and Ministry of Economy that are responsible for drafting legislative proposals.
