Independent Anti-Corruption Agency – Georgia and International Standards

The purpose of this policy document is to demonstrate the necessity of establishing Independent Anti-Corruption Agency for eradication of the shortfalls revealed in the existing system of fighting against corruption in Georgia. „Transparency International – Georgia” raised this issue in 2014. However, the Government of Georgia took different path and conferred the function to fight against corruption to the State Security Service (SSS). The problem analysis given in the document reveals the ineffectiveness of this decision.

The Ministry of Regional Development and Infrastructure Adopted the Transparency and Integrity Strategy and Action Plan

The 2017-2020 Strategy and 2017-2018 Action Plan for Increasing Transparency and Integrity at the Ministry of Regional Development and Infrastructure was adopted by Decree №69/o of the Minister. These policy documents were created through the assistance of the USAID Good Governance Initiative and were developed as a result of close cooperation between IDFI and the Ministry of Regional Development and Infrastructure.

Recommendations of IDFI on the Draft Anti-Corruption Action Plan for 2017-2018

IDFI welcomes the elaboration of new Anti-Corruption Action Plan for 2017-2018. Despite the comprehensive input from the responsible agencies IDFI identified several shortfalls with respect to the reflection of international commitments, derived from the GRECO and OECD-ACN evaluation reports and 2016 London Anti-Corruption Summit Country Statements.

Institute for Development of Freedom of Information Opinions on Constitutional Amendments

IDFI prepared the recommendations to be included in the Constitution of Georgia. The recommendations refer to the three main topics: 1. Adding the guiding principle of Good Governance in Article 5 of the Constitution. 2. Integrating the definition of freedom of internet in Article 24 of the Constitution; and 3. New formulation of Article 41 of the Constitution and the right on ‘good administration’; the obligation to regulate topics of access to information by an Organic Law.
