The Parliament and Civil Society Discuss MP Code of Ethics

On May 20-21, the Georgian Parliament’s Permanent Council on Open and Transparent Governance and its Civil Society Consultative Group held a meeting discussing the MP Code of Ethics. Improving the Code of Ethics is one of the commitments (4.4.) in the Open Parliament Georgia 2015-2016 Action Plan.

Changes of the Parliamentary Rules of Procedure

After 4 months of work the Georgian Parliament’s Permanent Council on Open and Transparent Governance and its Consultative Group finished developing draft amendments to the Parliamentary Rules of Procedure. The draft law was developed based on the Open Parliament Georgia Action Plan for 2015-2016 and aims to promote citizen participation in parliamentary activities and enhance the Parliament’s transparency and accountability.

Concept for Electronically Submitting Legislative Proposals and Initiatives to Parliament

The Georgian Parliament’s Permanent Council on Open and Transparent Governance adopted a Concept aimed at promoting the implementation of commitment 1.2. of the Open Parliament Georgia Action Plan. The commitment involves creating a mechanism on the Parliament website for electronically submitting and voting on legislative proposals and initiatives.

Georgian Parliament Joins OGP Declaration

The Georgian Parliament through its Permanent Council on Open and Transparent Governance is the first Parliament worldwide to have joined the OGP Declaration on Open Government for the Implementation of the 2030 Agenda for Sustainable Development.

The National Action Plan for public review in Akhaltsikhe

Public discussion of Georgia’s 2016-2017 Open Government Partnership (OGP) Action Plan was held in Akhaltsikhe. The event was organized by the Center for Civic Engagement and the Analytical Department of the Ministry of Justice.

Parliamentary Council and Consultative Group Discussed Amendments to the Parliamentary Rules of Procedure

The meeting of the Permanent Parliamentary Council on Open and Transparent Governance and the Consultative Group was held on May 5. At the meeting amendments to the Parliamentary Rules of Procedure required for implementation of the Open Parliament Georgia Action Plan (2015-2016) were disucussed. Members of the Parliamentary Council and Consultative Group as well as the representatives of the Parliament of Georgia, Non-Governmental and International Organizations attended the meeting.

OGP Georgia Action Plan for 2014-2015 – Completed and Unfulfilled Commitments

Georgia has recently started working on its third Open Government Action Plan, while it has yet to complete the main commitments of the second one. The study presents the reasons why second Action Plan commitments were not met, possible consequences and recommendations to be considered in the future.
