On 7 June 2022, the Parliament of Georgia voted for legislative amendments that notably lower the standard of human rights protection in the process of covert investigative actions. On 28 December 2021 Russia's Supreme Court ruled to shut the International Memorial society

The formal basis for the liquidation of the Memorial was the accusation of the Prosecutor's Office of violating the mandatory labeling of a "foreign agent" by the organization, which occurred more than a year ago.
