Appellate Court Decision on the Case - IDFI vs the National Archives of Georgia

LEPL National Archive of Georgia was once again directed to disclose the information requested by IDFI in June 2018, namely: the number of applicants refused to access archival documents and relevant legal bases of the refusals. Earlier, Tbilisi City Court directed the National Archive to disclose the information. The National Archive refused to follow the court order and appealed the decision. The Court of Appeals found the appeal of the National Archive unsubstantiated and denied it.

Analysis of the General Prosecutor’s Selection Process

IDFI recommends that the authorities approve detailed criteria for the selection of the Prosecutor General, which should at least include the following components: integrity, independence, impartiality and competence. Each criterion must be explained and the Prosecutorial Council members must be provided with clear instructions of their use and assessment.

IDFI Partner Discusses Open Archives in Belarus

On February 4, 2019, a briefingand discussion for journalists was held at the Belarusian Documentation Centre at which the openness of state archives and the publicity of data about repressed people were discussed. The initiator and organizer of the event was the researcher of the Belarusian Documentation Centre and the partner of the project “Enhancing Openness of State Archives in the Former Soviet and Eastern Bloc Countries” by the Institute for Development of Freedom of Information (IDFI), Dmitry Drozd.

In 2019-2020 Georgia was mentioned in the rankings of several international organizations. All of them indicate that corruption situation in the country is worsening with high-level corruption being mentioned as one of the causes.

Why EITI-OGP Synergy Matters for Georgia

Despite being one of the key economic areas for Georgia, extractive industries generally lack sufficient levels of transparency and accountability. The recently published 2019 OGP Global Report demonstrates that improved transparency leads to better economic results, including increased foreign direct investment inflows and better credit ratings.
