International Expert – Terms of Reference

The Institute for Development of Freedom of Information (IDFI) is a non-governmental organization that strives for an empowered and inclusive society. We promote human rights and good governance by raising civic awareness through sound informational reports, research, and recommendations; we advocate for initiating & implementing reforms of policies, laws, and practices to enhance democratic governance.

 

IDFI, with the support of the USAID Economic Governance Program, within the framework of the project "Promoting PPD in Georgia through Monitoring and Awareness Raising", evaluates the quality of cooperation between the public and private sectors in the preparation of normative acts and promotes awareness-raising about the dialogue.

 

IDFI is seeking an international expert to conduct a good practice research on public-private dialogue in preparation for normative/legal acts (laws, regulations) and lead a training session on PPD for mid/high-level public servants.

 

General responsibilities:

 

The consultant will analyze an international experience of cooperation of public agencies with private entities, NGOs, and academia in the preparation of normative acts and develop a research paper in close cooperation with the USAID Economic Governance Program and IDFI; conduct a training session for mid/high-level civil servants; give a presentation; participate in team meetings.

 


The consultant must provide:

 

- Research on best international practice in public-private dialogue throughout the preparation of normative acts. The document must be about 15-20 pages and should be provided in English. The research must be prepared in close coordination with IDFI and the program and approved before the presentation.

- Support with fundraising to further promote PPD.

- Presentation of research findings.

- Hold a one-day training session for mid/high-level civil servants about research findings. The working session will be held in English with simultaneous translation to Georgian.

- Final report on implemented activities.

 

International expert will work remotely on the research and travel to Georgia for the training session. Travel costs will be covered by IDFI.

 

Qualifications:

 

The international expert participating in the selection must meet the following requirements:

 

- Experience working with public agencies, such as the Parliament, ministries, etc., private entities, and NGOs on drafting normative acts (laws, regulations).

- At least 4 years of experience working on normative acts.

- Experience in facilitating/participating the public-private dialogue.

- Experience conducting research on international practice and preparing analytical documents.

- Consulting work experience within the framework of projects financed by international/donor organizations.

 

Period of implementation of activities: consulting services should be implemented in 12 working days during March-April 2023. Research must be finalized in March and training will be held in April.

 

Remuneration: Remuneration will be agreed upon with the selected consultant.
