Project title: Promoting Public-Private Dialogue (PPD) in Georgia through Monitoring and Awareness Raising
Donor organization: Deloitte Consulting LLC, through the United States Agency for International Development (USAID), within the auspices of the Economic Governance Program
Project goal: The project aims to evaluate the extent and quality of PPD at the central as well and municipal levels (three selected municipalities) and raise awareness on PPD among state and non-state actors as well as the wider society. During the project implementation selected draft laws and regulations will be evaluated based on the extent and quality of inclusive consultation.
The evaluation of the extent and quality of PPD will be based on four pre-identified phases of policy development: policy design and development, legislation drafting, circulation and public comments, and ex-ante regulatory impact assessment (RIA). Based on the existing methodology, each selected draft law and regulation will be allocated relevant scores and the overall rating will be developed. The results of monitoring as well as the rating of the draft laws/regulations will be presented on an annual basis, and relevant draft laws and regulations will be awarded.
Note: for the purposes of the project the term private sector implies business sector and business associations, non-governmental and research organizations, representatives of academia and any other groups of relevant stakeholders.
Activities (start date of activities May 01, 2021):
1) Preparatory stage: elaborating a comprehensive methodology and submitting FOI requests
2) Conducting interviews and training sessions
3) Inception study of selected three municipalities
4) Preparing a monitoring report
5) Developing and finalizing PPD quality tracking report
6) Final presentation of the report and social activities
Purpose vacant position
Institute for Development of Freedom of Information (IDFI) within the framework of the Project ‘Promoting Public-Private Dialogue (PPD) in Georgia through Monitoring and Awareness Raising’ is seeking for a qualified project analyst to conduct analytical and research activities/work and facilitate the quality implementation of the project.
Major Duties and Responsibilities:
- Conducting initial selection of laws and regulations to be evaluated in terms of the extent and quality of PPD;
- identifying relevant prospective stakeholders for each selected draft law and regulation;
- Communicating with the author entities of the draft laws and regulations and relevant stakeholders and conducting interviews;
- Sending freedom of information (FOI) requests to relevant entities upon such necessity;
- Analyzing information received through interviews and FOI requests and producing initial evaluations of the extent and quality of PPD using the pre-developed methodology.
- Preparing quarterly and annual reports and submitting them to the project management.
- Planning and actively participating in awareness-raising activities;
- Communicate with project partners, stakeholders and beneficiaries on project related issues;
Required Knowledge, Skills and Experience:
- University degree in Law, Public Administration or Business and Economics;
- One year of experience of administrative work (official correspondence, communication with partners, stakeholders, service providers, planning meetings, and etc.) as major or part of the job tasks;
- At least 2 years of experience in preparing research and analysis;
- The experience of the monitoring of policy documents will be an asset;
- Fluency in English and Georgian required;
- Excellent communication and self-organization abilities;
- Excellent computer skills (Outlook, Word, Excel).
