On May 20, IDFI in cooperation with Tbilisi City Hall, Ministry of Defense and the Archive of Ministry of Internal Affairs organized an event in honor of Georgian officers executed by Russian Bolsheviks in 1923. The event was opened with the Georgian anthem performed by the Defense Ministry's military orchestra. This was followed by a welcoming speech by IDFI director Giorgi Kldiashvili, who spoke about the contribution of the repressive officers to their homeland and their importance of both the past and the future of Georgia.
The concept of the soft budgetary constraints, described for the socialist and later for the transformational states, is the fundamental contradiction in terms of macroeconomic stability, causes the increase in costs that happens faster than the mobilizing revenues through taxes, which is the precondition for loan accumulation.
The latest monitoring was conducted in May 1-15, 2016. This time, we monitored the websites of the Government Administration and 16mMinistries, and looked for public information from 2015 and the first quarter of 2016. The study examines the practice of proactive disclosure of mandatory public information and compares the results with those of the previous 2014 monitoring.

On January 21, 2016, IDFI requested information on state awards (orders and medals) issued by Georgian Presidents in 2003-2015 from the President’s Administration. During this period, the largest number of state wards was issued during the last years of Mikheil Saakashvili’s presidency. IDFI was also able to obtain the complete list of individuals that received state wards in 2003-2015.
Public discussion of Georgia’s 2016-2017 Open Government Partnership (OGP) Action Plan was held in Akhaltsikhe. The event was organized by the Center for Civic Engagement and the Analytical Department of the Ministry of Justice.
The Georgian Parliament through its Permanent Council on Open and Transparent Governance is the first Parliament worldwide to have joined the OGP Declaration on Open Government for the Implementation of the 2030 Agenda for Sustainable Development.
In April, 2016, the Public Defender published the 2015 report on the state of human rights and freedoms in Georgia, including freedom of information. The right to freely receive and distribute information is guaranteed by Articles 24 and 41 of the Constitution.
