Cable Case - Media Coverage

On May 16, 2016, Tbilisi City Court found 5 former high ranking officials of the Ministry of Defense guilty in the so-called Cable Case and sentenced them to 7 years in prison. The public had been following the case for a long time, raising questions about the fairness and transparency of the process. The politicized nature of the case had further intensified public distrust.

IDFI - Event in Honor of Georgian Officers Executed by Russian Bolsheviks

On May 20, IDFI in cooperation with Tbilisi City Hall, Ministry of Defense and the Archive of Ministry of Internal Affairs organized an event in honor of Georgian officers executed by Russian Bolsheviks in 1923. The event was opened with the Georgian anthem performed by the Defense Ministry's military orchestra. This was followed by a welcoming speech by IDFI director Giorgi Kldiashvili, who spoke about the contribution of the repressive officers to their homeland and their importance of both the past and the future of Georgia.

Problems with the Soft Budgetary (Constraints) Policy

The concept of the soft budgetary constraints, described for the socialist and later for the transformational states, is the fundamental contradiction in terms of macroeconomic stability, causes the increase in costs that happens faster than the mobilizing revenues through taxes, which is the precondition for loan accumulation.

Transparency of State Agencies - Monitoring Results

The latest monitoring was conducted in May 1-15, 2016. This time, we monitored the websites of the Government Administration and 16mMinistries, and looked for public information from 2015 and the first quarter of 2016. The study examines the practice of proactive disclosure of mandatory public information and compares the results with those of the previous 2014 monitoring.

Concept for Electronically Submitting Legislative Proposals and Initiatives to Parliament

The Georgian Parliament’s Permanent Council on Open and Transparent Governance adopted a Concept aimed at promoting the implementation of commitment 1.2. of the Open Parliament Georgia Action Plan. The commitment involves creating a mechanism on the Parliament website for electronically submitting and voting on legislative proposals and initiatives.

State Awards Issued by Georgian Presidents in 2003-2015 - Media Coverage

On January 21, 2016, IDFI requested information on state awards (orders and medals) issued by Georgian Presidents in 2003-2015 from the President’s Administration. During this period, the largest number of state wards was issued during the last years of Mikheil Saakashvili’s presidency. IDFI was also able to obtain the complete list of individuals that received state wards in 2003-2015.

Georgian Parliament Joins OGP Declaration

The Georgian Parliament through its Permanent Council on Open and Transparent Governance is the first Parliament worldwide to have joined the OGP Declaration on Open Government for the Implementation of the 2030 Agenda for Sustainable Development.
