Project Description:

The Council of Europe, in the framework of the Action Plan 2020-2023, is implementing the project "Strengthening Participatory Democracy and Human Rights at the Local Level in Georgia".

Within the framework of the project, it is designed to update the handbook on transparency and citizen participation in Georgia. More specifically, the handbook should be updated with the relevant information, according to the structure that has been already established. 

The third edition will be called the Handbook on Open Local Government and Public Ethics, and as a result of the restructuring of the existing publication, new sub-chapters will be added to the handbook.

In this context, the party updating the handbook was selected. The Handbook will be updated taking into account all the institutional and legislative changes that are related to the content of the handbook. The handbook should include specific information on public ethics, accountability, transparency, and mechanisms for citizen participation, and should analyze relevant local legislation, the most common forms of corruption, and good practices.
