The Presentation of the Interim Alternative Monitoring Reports on the Implementation of Public Administration Reform (PAR) Action Plan for 2019 – 2020

On July 28 the Institute for Development of Freedom of Information (IDFI) together with the Georgian Young Lawyers’ Association (GYLA) presented the results of the interim alternative monitoring reports on the implementation of Public Administration Reform (PAR) Action Plan for 2019 – 2020.  

 

Event participants were welcomed by Giorgi KLDIASHVILI – Executive Director of IDFI, Colombe DE MERCEYTeam leader for Governance and Human Capital, Delegation of the European Union to Georgia., Sulkhan SALADZE – Chairperson of GYLA and Ketevan TSANAVA – Head of the Public Administration Unit of the Department of Policy Planning and Coordination of the Government Administration of Georgia.

 

During the presentation participants discussed the following directions of the PAR Action Plan for 2019 – 2020: Policy Planning and Coordination, Accountability, Public Service Delivery and Public Finances. As the monitoring of the Action Plan revealed:

 

Out of the three objectives envisaged by the Action Plan for the reporting periodin the Direction of Policy Planning and Coordination one has been fully implemented, one - partly implemented and one has not been unimplemented. As for the activities, out of the five activities two have been fully implemented, one - mostly implemented and two - partly implemented.

 

As of 2019, out of five objectives defined by the Action Plan for the Accountability Direction, one has been partly implemented and four have not been implemented; Out of eight activities one has been fully implemented, one – mostly implemented, one – partly implemented and five have not been implemented.

 

Out of the seven objectives defined by the Action Plan for the Direction of Public Service Delivery one has been mostly implemented, one - partly implemented and the remaining five have not been implemented. With regards to activities, as of 2019, out of 17 activities one has been fully implemented, three have been mostly implemented, nine – partly implemented and four have been unimplemented.

 

Out of the three objectives envisaged by the Action Plan for the reporting period in the Direction of Public Finances one has been fully implemented, one - partly implemented and one has been unimplemented; Out of the five activities two have been fully implemented, one - mostly implemented and two have been partly implemented.
