Institute for Development of Freedom of Information (IDFI) continues to provide different public information received from Self-governmental authorities of Georgia. Information received by IDFI is now accessible on www.opendata.ge (public information database).

Received information is related to bonuses, salary supplements, official events and state procurements carried out in different municipal councils, municipal boards and city halls of Georgia. 

Besides, on www.opendata.ge you can find copies of higher education diplomas of City Mayors, Municipality governors and their deputies; as well as the information about electronic business correspondence, legislative acts and the list of actions carried out for improving breaches and faults revealed by controlling agencies.

In 2013, the total amount of Bonuses issued by Municipal Board of Sighnaghi has amounted 313 320 GEL, including bonuses given to employees- 288 470 GEL; as well as to the head of the Municipal Board and the four deputies- 24 850 GEL. Two deputy heads of the Municipal Board also received salary supplements– 900 GEL each.

In 2013, salary supplements have not been given to the members of the Municipal Council of Sighnaghi, while the total amount of salary supplements given to employees of the Municipal Council has amounted to 2 565 GEL.

In 2013, bonuses in the Municipal Council of Sighnaghi have been given regarding Easter, St. Mary’s Day and New Year Holidays.

In 2013 the Municipal Board of Sighnaghi 8 urgent procurements were carried out with total expenses of 86 903 GEL. Out of which the biggest amount of money – 15 000 GEL was spent on the water supply services.

According to the report on budget implementation of Sighna¬¬ghi, N(N)LE “Sighnaghi Youth House” has been financed with 50 500 GEL, N(N)LE “Sighnaghi Municipality Art and Education Service Centre” has been financed with 167 800 GEL while 31 300 GEL has been given to LEPL “Sighnaghi T.Matureli Collage of Fine Art.

In 2013 no salary supplements have been given by the Municipal Board of Lagodekhi Bonuses of 5 300 GEL was given to the head of the Municipal Board – Valeri Alibegashvili, while his three deputies have received Bonuses of 7 800 GEL and the employees -193 260 GEL.

Information about the bonuses and salary supplements given to the members of the Municipal Council of Lagodekhi has not been provided to IDFI.

Also, information about List of replaced vehicles of the Municipal Council is not provided. According to received information, the Municipal Council has 8 vehicles with residual value of 94 190.6 GEL. As of April 2014 the head of the Municipality Government had “Nissan Xterra” issued in 2002 with residual value of 11 155.2 GEL (Purchased in 2011, with the amount of 16 800 GEL)
In 2013, Lagodekhi Municipality spent 24 789 GEL on representative expenses. Besides, 12 urgent procurements have been carried out with the total amount of 230 983.8 GEL

In 2013 the abovementioned financial expenses have been carried out in Local Self-governing authorities of Akhmeta as well. Last year, representative expenses of Municipal Board of Akhmeta was 60 539 GEL, while representative expenses of Municipal Council of Akhmeta amounted to 5 324 GEL.

Urgent procurement with the total amount of 145 163 GEL including 80 000 GEL for fuel (petrol) procurement, have been made by the Municipal Board of Akhmeta. In 2013, bonuses with total amount of 36 222 GEL have been given by the Municipal Board of Akhmeta, while , bonuses of the Municipal Council amounted to 27 980 GEL.

According to the budget of Akhmeta Municipality, infrastructure construction, rehabilitation and exploitation were priority activities on which 3 944 800 GEL has been spent (43,1 % of the whole budget).

It is worth mentioning that, the legal act about the rules and standards on proactive disclosure and e-request of public information was adopted by the Municipal Council of Akhmeta last year.

The standard of proactive disclosure and e-request of public information has been adopted by Dedoplistskaro Municipality Council as well.

At the time of sending request from IDFI, the above mentioned legislative act has been adopted only by Akmeta and Dedoplistskaro Municipality authorities.

According to provided information, the total amount of bonuses given to Dedoplistskaro Municipality Government members amounted 22 680 GEL and to employees – 178 614 GEL

Dedoplistskaro Municipality Council members received bonuses with total amount of 44 580 GEL, while its employees received 23 141 GEL.

In 2013, Dedoplistskaro Municipality has purchased fuel for 89 623.4 GEL, based on the urgent procurement order. Also, 1 300 GEL has been spent on the services of conscripts also as urgent procurement. Besides, 13 367 GEL was spent on representative expenses in Municipality Council.

The Municipal Board of Sagarejo has refused our Copies of business letters sent and received via official e-mail of the head of the municipal council in March 2014. According to them, this kind of information is not public.

In this regard, the position of Sagarejo Municipality Council was different since they, provided copies of official e-mails sent and received by the Head of the Municipal Council. 

According to the received information, in 2013, urgent procurements have been implemented with total amount of 161 528.41 and representative expenses with the total amount of 23 410.35 GEL

In Sagarejo Municipality, the total amount of money spent for bonuses and salary supplements in 2013 amounted to 525 205 GEL, including bonuses (394 800 GEL to 265 persons) and salary supplements (130 405 GEL to 192 persons)

Gurjaani Municipality has 28 different types of vehicles on the balance, out of which 5 do not have balance value, rather, while the residual value of the rest vehicles is 111 666 GEL (The total amount of purchase – 214 357 GEL).

According to the report on budget audit of Gurjaani Municipality in the period between 1st January of 2013 and 1st August of 2013, two minibuses, “Ford Transit“ (purchased for 17 000 GEL) and „Mercedes Benz“ (purchased for 30 000 GEL) have been transferred to Ltd. “Ketilmotskoba” without any reimbursement, by lending procedure. In 2013, the above mentioned Minibuses (in fact, Municipality’s vehicles) have been used by Ltd. “Ketilmotskoba” for transportation of conscripts (about 3 000 GEL).

Besides, according to report on budget audit, there is big number of financial violations in Gurjaani Municipality.

According to the information received from Telavi Municipality, 23 urgent procurements have been implemented with total amount of 117 287 GEL. In 2013, 49 613 GEL was spent on garbage collection in Telavi. Also, 2 700 GEL was spent on charity activities regarding New Year Holidays. Two cell phones („Samsung S7562, HTC desire sv“ ) have been purchased for total amount of 1 064 GEL.

In 2013, no salary supplements were not given to Telavi Municipal Government and Telavi Municipal Council members. Audit has not been implemented. Representative expenses was 39 199 GEL.

Municipality has 17 vehicles on its balance with total residual value of 126 015.83 GEL.

As for electronic business correspondence of both Municipal Government and Municipality Council heads, the Municipal Government does not use e-correspondence system for business.

In 2013, the urgent procurement was implemented with total amount of 2 410 700 GEL, in Kvarelli Municipal Government. Out of which, the biggest amount of money (1 695 000 GEL) was spent for rehabilitation works related to “Ilia Lake” likewise, for procurement of project-expenditure documents.

In 2013, there was no case of vehicle replacement in Kvareli Municipal Government and Kvareli Municipal Council. The residual value of 20 vehicles is 179 437.86 GEL.

IDFI has sent request for copies of higher education diplomas of Municipal Government head as well as Municipality Council heads. According to provided information, the deputy of Kvareli Municipality Government - Akaki Natalishvili does not have higher education, while another deputy - Otar Adomlishvili is sentenced with preventive measures.
