IDFI's Statement on the Unlawful Imposition of the Fine on the Organization's Executive Director

On February 6, 2025, the Tbilisi City Court concluded consideration of the administrative offense case against IDFI's Executive Director, Giorgi Kldiashvili. Judge Nino Enukidze found Giorgi Kldiashvili liable based on disputed photo-video materials and fined him 5,000 GEL. The Ministry of Internal Affairs drew up 4 administrative offense protocols against Giorgi Kldiashvili, claiming that he was "artificially" blocking Rustaveli Avenue on different dates during the ongoing protest in front of the Parliament building.

IDFI’s Opinion: The Abolition of the Civil Service Bureau is a Continuation of Political Repressions

Since December 2024, the repression of civil servants has intensified significantly, mainly related to their publicly expressed stances. In December, Georgian Dream party initiated and adopted repressive amendments to the Law on “Public Service,” which removed the key legislative guarantee of indefinite appointment for the managerial level employed in civil service and forcibly transferred them to administrative contracts.

Exported Data of the Assets Declarations of Public Officials

The public has not had access to the website containing the assets declarations of public officials since December 2024. The Anti-corruption Bureau also does not disclose declarations when requested in the form of public information. Due to the significance of the issue, IDFI is publishing the databases1 exported from the website of the Anti-corruption Bureau (declaration.acb.gov.ge), containing the data found in the declarations filled out by public officials in 2017-2024 (prior to the restriction of access to the portal).

Inadequate Response to Violence Against Detainees on February 2nd will be Further Evidence of Deliberate Non-investigation of Systemic Crime

Civil Service Bureau liquidation is a continuation of repression in Public Service

Considering the ongoing situation and the protests by civil servants, the liquidation of the Civil Service Bureau is yet another act of repression by the state—not only against the bureau's employees but against the civil service as a whole. According to the information available on the Georgian government's website, the liquidation of the bureau is planned to be completed by April 1, 2025. It is also stated that the liquidation is intended to rationalize management and optimize expenses. However, neither the public nor the bureau's employees are aware of any document supporting this assessment.

IDFI Assesses the Developments in Batumi During January 11-15

The intensity of repressions in Batumi significantly increased during January 11-15. Law enforcement agencies detained dozens of peaceful protesters, including the director of the online newspaper Batumelebi, Mzia Amaghlobeli, and the operator of the same newspaper, Guram Murvanidze. In several cases, detentions were carried out because of the distribution of information stickers about the January 15 strike. Mzia Amaghlobeli, after being released from administrative detention, was detained under criminal procedure a few minutes later.
