The public has not had access to the website containing the assets declarations of public officials since December 2024. The Anti-corruption Bureau also does not disclose declarations when requested in the form of public information.
Due to the significance of the issue, IDFI is publishing the databases1 exported from the website of the Anti-corruption Bureau (declaration.acb.gov.ge), containing the data found in the declarations filled out by public officials in 2017-2024 (prior to the restriction of access to the portal).
Declarations 2024 (January-November)
It should be noted here that the chronology of the communications regarding the publicity of declarations from the Anti-corruption Bureau gives us reason to believe that access to the declarations of public officials in Georgia was restricted based on a managerial/political decision.
6 December 2024 - IDFI requests public information regarding the restriction of access to the declarations from the Anti-corruption Bureau.
16 December 2024 - The Bureau verbally explains that the restriction was caused by a technical error.
17 December 2024 - The Bureau explains in writing that it is tasked with ensuring the publicity of the declarations and that stakeholders may address the institution with requests for public information. The technical error of the website is not mentioned in this reply at all.
18 December 2024 - IDFI sends a letter asking for clarifications regarding the restriction of access to declarations in order to receive a direct and clear response.
19 December 2024 - IDFI publishes a public statement and calls on the Bureau to immediately provide an explanation of the real reasons for shutting down the portal and to restore access to the public portal of declarations.
24 December 2024 - Bureau explains to IDFI in writing that the technical error of the portal will be eliminated in the near future.
13 December 2025 - IDFI requests copies of the assets declarations submitted by public officials in December 2024 from the Bureau.
24 December 2025 - The Bureau does not provide the requested copies and in response explains that public access to the contents of the declarations is provided by the agency’s website. As mentioned, however, the portal is not functional to this day.
IDFI believes that restricting access to the assets declarations of public officials creates a substantial barrier to effective public control with regard to the fight against corruption and represents a radical fall in the integrity of public officials.
