Civil Service Bureau liquidation is a continuation of repression in Public Service

Considering the ongoing situation and the protests by civil servants, the liquidation of the Civil Service Bureau is yet another act of repression by the state—not only against the bureau's employees but against the civil service as a whole. According to the information available on the Georgian government's website, the liquidation of the bureau is planned to be completed by April 1, 2025. It is also stated that the liquidation is intended to rationalize management and optimize expenses. However, neither the public nor the bureau's employees are aware of any document supporting this assessment.

 

As it became evident, one of the most extreme forms of repression recently launched against civil servants in response to their protests was directed at the institution whose primary function is to establish and uphold a respectable, professional, and neutral environment in the public service—an institution that played a significant role in Georgia's path to European integration.

 

The decision of the illegitimate government is extremely concerning. It has not only closed its doors to the public and taken steps without any rational analysis but has also failed to inform the agencies directly affected by these actions. Such instances represent a continuation of the repression directed against independent and impartial public officials, impacting them both individually and institutionally while further distancing the country from democratic processes and public governance standards.

 

It is noteworthy that all forms of repression carried out thus far against public service employees are directly linked to their critical position on events unfolding since November 28, 2024—namely, the suspension of negotiations with the European Union by Georgian Dream and serious human rights violations. As a result, several amendments were introduced to the Law on Public Service in December 2024, with their active implementation beginning in late 2024 and early 2025.

 

Civil society organizations express their solidarity with all public servants who have become victims of persecution by “Georgian Dream” due to their different opinions.
