The participants of the Certification Program in Fighting Corruption have successfully graduated the 3rd module of the Program on Anticorruption Compliance Policy (Compliance in government, business and civil society; private corruption).
The decree of the Prime Minister of Georgia dated January 23rd, 2020 approved the new Rules of Operation of the Interagency Council (the Council) on Sustainable Development Goals (SDGs) in Georgia. The decree introduces a number of new regulations linked with the operation and the composition of the Council and reflects some of the recommendations that have been regularly highlighted by the Institute for Development Freedom of Information (IDFI) before.
On May 29th, 2019 Open Governance Permanent Parliamentary Council (the Council) created a thematic inquiry working group (the Working Group) for studying existing practice and legislation of citizen participation in the process of public policy development in Georgia.
Commitments to bring about positive changes in archival landscape have been made by nearly 20 countries in their action plans for the Open Government Partnership (OGP). Commitments ranged from ensuring unhindered citizen access to public information and archival documents, adopting or amending relevant archival laws, declassifying archival materials, and digitizing paper-based documents to make them publicly available online.
On 15-16 February 2020, the head of the Archives, Soviet and Memory Studies direction at the Institute for Development of Freedom of Information (IDFI), Anton Vacaharadze and an analyst, Megi Kartsivadze attended the conference „Nationalist Historiography in Post-Communist South Caucasus“ organized by the Central European University in Budapest.
Institute for Development of Freedom of Information filed an amicus curiae brief regarding the constitutional appeal of the Public Defender. The constitutional appeal N1459 of November 11, 2019 of the Public Defender challenges the provisionson the Organic Law of Georgia on Common Courts regardingthe selection of the candidacy of a Supreme Court Justice for the nomination to the Parliament by the High Council of Justice.
Availability of open data in easily processable formats has given journalists a unique opportunity to conduct comprehensive studies of various issues. Combination of various data sets and programmatic analysis has revealed hidden business connections and interests, information about property and income, illegal dealings, and misappropriation of public funds by public figures and high-ranking officials.
Following the Decree of the Government of Georgia of February 13th, Open Governance Inter-Agency Coordination Council has been established and the charter, as well as the composition of the council, has been approved. The coordination council covers all three branches of the government and consists of – the representatives of the ministries, deputy chairman of the Supreme Court of Georgia and the Chairman of the Open Governance Permanent Parliamentary Council.
LEPL National Archive of Georgia was once again directed to disclose the information requested by IDFI in June 2018, namely: the number of applicants refused to access archival documents and relevant legal bases of the refusals. Earlier, Tbilisi City Court directed the National Archive to disclose the information. The National Archive refused to follow the court order and appealed the decision. The Court of Appeals found the appeal of the National Archive unsubstantiated and denied it.
IDFI recommends that the authorities approve detailed criteria for the selection of the Prosecutor General, which should at least include the following components: integrity, independence, impartiality and competence. Each criterion must be explained and the Prosecutorial Council members must be provided with clear instructions of their use and assessment.
