Memorandum of understanding was signed between International Research and Exchanges Board (IREX), Public Service Development Agency (PSDA), Georgian Libraries Association (GLA), and Institute for Development of Freedom of Information (IDFI) in 2014.
According to the memorandum, above mentioned signatories mutually agreed to:
1. Provide open communication and leadership to achieve the mission and goals of this partnership
2. Work together to achieve project goals and targets
3. Meet as needed for the purposes of program planning, and monitoring and evaluating outcomes
