Georgia joined the Open Government Partnership in September, 2011. In September, 2014 Georgia was elected as a member state of the steering committee for two years. From December, 2014 IDFI implements the project “Supporting Parliament of Georgia Involvement in Open Government Partnership Initiative", that aims to promote Parliamentary Openness and transparency and people’s engagement into the legislative processes through the involvement of Parliament in OGP.

Different media outlets cover the activities carried out within the frames of the project.

On 30th of April, Memorandum between the Parliament of Georgia and the Non-Governmental and International Organizations, participating in the Open Parliament Georgia Working Group, was signed. With this memorandum the Parliament of Georgia joined the Open Government Partnership.

On the Memorandum Ratification Ceremony, Director of IDFI, Giorgi Kldiashvili addressed the audience (from 7:13). He noted that this is a new step forward for future perspectives and the Non-Governmental organizations and the Parliament of Georgia will do their best to use these perspectives.

On this occasion news agency newsday.ge published an article, that in the coming month the Open Parliament Georgia Working Group will draft the Open Parliament Georgia Action Plan and send to the Parliament of Georgia for further adoption.

On 14th of May, at Akaki Tsereteli University, in Kutaisi, a meeting about the Parliamentary Openness, transparency and civil engagement was held. Besides IDFI staff, the meeting was attended by the member of the Parliament and the Acting Head of the Inter-Factional group Guguli Maghradze. The meeting was broadcasted by the local TV media “Rioni”. Moreover, an article was published on edu.aris.ge, which reported the meeting contributed to an active exchange of ideas and social challenges between the university staff and the students.

On June 3-4, Georgia was hosting the OGP European, regional meeting. The event was actively covered by media. The meeting was attended by the Director of IDFI, Giorgi Kldiashvili.

Before the meeting was launched, the Georgian Public Broadcaster aired reportage where IDFI’s Giorgi Kldiashvili concluded that Open Partnership Georgia Forum is the best format for dialogue that OGP recognized and added that the forum is a successful step forward for the country.

In the Rustavi2 reportage, Giorgi Kldiashvili speaks about the necessity to conclude the new bill on Freedom of Information, as it is a part of OGP commitments.

During the regional meeting, in the Maestro reportage, Giorgi Kldiashvili discussed the IDFI report “transparency index deteriorates again” and expressed hope to improve the results.

After the OGP regional meeting’s official closing ceremony, on 5th of June, Giorgi Kldiashvili was invited in Radio Free Europe studio. He spoke about the format, goals and missions of the event. He explained the OGP principles to the radio listeners and Georgia achievements and future plans in OGP.

The OGP regional meeting was covered by online publications as well.

An article was published on radiotavisupleba.ge that explains that Georgia is the first country in Eastern Europe to host OGP high profile meeting. Georgia was elected as a host at OGP Steering Committee meeting in Mexico due to its success that Georgia achieved in the past two years. In the end of the article there are comments from the Minister of Justice Tea Tsulukiani, Prime Minister Irakli Garibashvili and the President Giorgi Margvelashvili.

Later on 17th of June, 2015 Open Parliament Georgia Working Group meeting was held, where the Open Parliament Georgia Action Plan was discussed. The action plan was based on the recommendations from the non-governmental and international organizations and was introduced to the members of the Parliament. IDFI was actively involved in this process. The meeting was attended by the Chair of the Parliament of Georgia Davit Usupashvili, IDFI’s Director Giorgi Kldiashvili, IDFI’s Chairman of the Board Levan Avalishvili, Project coordinator Davit Maisuradze and Head of the Research Giorgi Khishtovani. The reportage about the Inter-Factional group and Open Parliament Georgia Working Group meeting was aired on GPB, Maestro and Rustavi2. Also different media outlets wrote about the details of the meeting.

Vinews.ge article speaks about the recommendations in the action plan, that aims to improve the government, Parliament in this case, and citizen relations and increase the degree of public engagement in the legislative process.

Another article was published by interpressnews.ge: “One of the commitment of the Action Plan recommends to put the legislative documentations on the web-page in a raw format. After the enactment of the commitment, all parliament staff units will be responsible to provide the electronic version of the file that make the working process easier for those interested in the parliament affairs.”
