Russian-Georgian Secrets

On December 30, 2008, a memorandum on the Inguri Hydroelectric Power Plant management was signed by Russian and Georgian authorities in the energy field. Very soon, the Georgian Ministry for Energy declared the document details secret since it contains “sensitive commercial information”.

A number of Georgian experts – lawyers and journalists – applied to court against this secrecy, but two court instances rejected their first application and the following cassation appeal. The IIFD lawyers agree with the Georgian plaintiffs that the information in question cannot be classified as commercial secret since it touch direct interests of general public that are energy users.
