A new public service reform concept has been presented

A new public service reform concept, which was developed with IDFI’s active involvement, has been presented.


Public service reform aims to develop a transparent public system. It includes 10 categories: public service definition; persons employed in public service; centralized system of public service management, coordination and monitoring; acceptance in public service; classification system; payment system; management of public officials; rights and obligations of public officials; teaching and raising qualification and equal possibilities for men and women.


public service bureau developed a new bonus reform, that is already adopted by government.


A special group was working on developing the concept for several months. Institute for Development of Freedom of Information (IDFI) was a member of the group that has called government to regulate remuneration system and adopt the concept for a long time.


IDFI was involved in a project, funded by G-3 in 2013 that aimed to develop civil service reform concept and action plan that would support to establish the modern model of civil service in Georgia.


Within the framework of the project, mentioned above, IDFI has published several researches about various topics, related to civil service: Statistics of Public Servants in the Public Authorities of Georgia in Terms of Gender; Remuneration Systems of Civil Servants; Disciplinary Responsibility in Public Services, etc.
