Competition Title : Contest of Analytical Articles - Data for Change

  The Institute for Development of Freedom of Information (IDFI) is launching its annual contest on analytical articles on the topic of Data for Change.   The goal of the contest is to encourage the use open data for government oversight activities.   Rules for participation and evaluation criteria:   1.       Submitted analytical articles must be related to public policy and public finance in Georgia. Possible topics include management of public finances, government performance in fighting the Covid-19 pandemic, public administration, local government, social issues, healthcare, crime statistics, education, environment, economics, finance.   2.       Each participant may send several articles (preferably on different topics).   3.       The main part of the article must be based on public data and its analysis.   4.       The article must describe the author’s findings and analysis of important issues in Georgia.   5.       The article can be based on datasets published on Datalab ­- www.datalab.ge, an open data lab created by IDFI.   6.       Use of visualizations (e.g. graphs, diagrams, infographics, etc.) will be considered an advantage.   7.       The article must be in Georgian.   8.       The article should follow the following structure:  Title; Cover page with information about the author: name, surname, date of birth);  Key findings; Introduction; Main body; Conclusion;  and Bibliography / Annexes.   9. Technical specifications: the article must be submitted as a Word document; number of pages: 2-5 (without graphs and annexes);  font: Sylfaen, size - 12; line spacing - 1.15; and margin: Normal.   10. Any additional public information requested by the author from public institutions must be submitted together with the article.   11. The analysis included in the submitted article must belong to the author. Plagiarism will result in disqualification.   12. Articles that have already been published will not be accepted.   How to find information for the article?    - Browse datasets on Georgia’s Open Data Platform (DataLab - www.datalab.ge);   -  Look for public information published on the websites of public institutions;   - Request public information from specific public institutions.   Contest prizes : First place – GEL 1,300; Second place – GEL 1,000; and Third place – GEL 800.Three best articles will be published on IDFI’s website (www.idfi.ge) and social media pages (Facebook and Twitter) with copyright protection.   Deadline for submission is July 31, 2021. Competition Title : Project Analyst

General Information    Project title: Promoting Public-Private Dialogue (PPD) in Georgia through Monitoring and Awareness Raising   Donor organization: Deloitte Consulting LLC, through the United States Agency for International Development (USAID), within the auspices of the Economic Governance Program   Project goal: The project aims to evaluate the extent and quality of PPD at the central as well and municipal levels (three selected municipalities)   and raise awareness on PPD among state and non-state actors as well as the wider society. During the project implementation selected draft laws and regulations will be evaluated based on the extent and quality of inclusive consultation.   The evaluation of the extent and quality of PPD will be based on four pre-identified phases of policy development: policy design and development, legislation drafting, circulation and public comments, and ex-ante regulatory impact assessment (RIA). Based on the existing methodology, each selected draft law and regulation will be allocated relevant scores and the overall rating will be developed. The results of monitoring as well as the rating of the draft laws/regulations will be presented on an annual basis, and relevant draft laws and regulations will be awarded.   Note: for the purposes of the project the term private sector implies business sector and business associations, non-governmental and research organizations, representatives of academia and any other groups of relevant stakeholders.    Activities (start date of activities May 01, 2021):   1) Preparatory stage: elaborating a comprehensive methodology and submitting FOI requests  2) Conducting interviews and training sessions  3) Inception study of selected three municipalities  4) Preparing a monitoring report  5) Developing and finalizing PPD quality tracking report  6) Final presentation of the report and social activities   Purpose vacant position    Institute for Development of Freedom of Information (IDFI) within the framework of the Project ‘Promoting Public-Private Dialogue (PPD) in Georgia through Monitoring and Awareness Raising’ is seeking for a qualified project analyst to conduct analytical and research activities/work and facilitate the quality implementation of the project.   Major Duties and Responsibilities:   - Conducting initial selection of laws and regulations to be evaluated in terms of the extent and quality of PPD; - identifying relevant prospective stakeholders for each selected draft law and regulation; -  Communicating with the author entities of the draft laws and regulations and relevant stakeholders and conducting interviews;  - Sending freedom of information (FOI) requests to relevant entities upon such necessity; - Analyzing information received through interviews and FOI requests and producing initial evaluations of the extent and quality of PPD using the pre-developed methodology.  - Preparing quarterly and annual reports and submitting them to the project management.  - Planning and actively participating in awareness-raising activities; - Communicate with project partners, stakeholders and beneficiaries on project related issues;    Required Knowledge, Skills and Experience:   - University degree in Law, Public Administration or Business and Economics;   - One year of experience of administrative work (official correspondence, communication with partners, stakeholders, service providers, planning meetings, and etc.) as major or part of the job tasks;   - At least 2 years of experience in preparing research and analysis;   - The experience of the monitoring of policy documents will be an asset;   - Fluency in English and Georgian required;   - Excellent communication and self-organization abilities;   - Excellent computer skills (Outlook, Word, Excel).     How to Apply:   Interested candidates should submit their CVs and Motivation Letters in English to: vacancies@idfi.ge by July 5, 2021. Competition Title : Regional Call for National Researchers from Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, Uzbekistan

  Institute for Development of Freedom of Information (IDFI) is currently seeking independent, country-level researchers for Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, Uzbekistan to act as national researchers for the first edition of the Global Data Barometer (2020–2021). IDFI acts as a Regional Hub for the Global Data Barometer project for Central Asia and Eastern Europe and is responsible for Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Mongolia, Republic of Moldova, Tajikistan, Turkmenistan, Ukraine, Uzbekistan in the region. The Call is open both for individual researchers as well as independent civil society and research organisations from the 6 countries.   The Global Data Barometer, is a new study of data for the public good that builds on the foundation of the Open Data Barometer. The pilot edition of the Global Data Barometer receives core funding from Canada’s International Development Research Center (IDRC.ca) under grant 109517-001 as part of the Data for Development (D4D.net) program of work. We’re looking for national independent researchers or civil society, research organisations with experience in one or more of the following fields: open data; open government data; data for public good; the use of data for monitoring or evaluating public service delivery; training or capacity-building around the use of data; the use of data to create socially valuable applications; or promoting the use of data among governments, CSOs, private sector, the developers community, or in investigative journalism. The selected national researcher or organisation will be responsible for completing a detailed expert survey that looks at policies, practices, datasets, and research related to the governance, capability, availability, and use of data in their respective country. Responses will be peer reviewed, with researchers asked to respond to reviewers’ feedback and update responses as appropriate. Applicants should be well-known and credible in their respective country, recognised for their independent work, without government/political affiliation. Female candidates are strongly encouraged to apply. Global Data Barometer is a diverse, inclusive, and equitable global project in which all participants, whatever their gender, race, ethnicity, national origin, age, sexual orientation or identity, education, or disability, feels valued and respected. Additional Requirements Country researchers must:    - Have a high standard of written English and English comprehension;  - Be fluent in the language of one or more of the main administrative languages of the country they are researching;  - Have in-depth knowledge of the country they are researching, including knowledge of recent policy developments;  - Have relevant knowledge and understanding of data protection, data policy, open data, and data sharing;  - Have relevant contacts and networks to draw upon. Country researchers must not:    - Be a government official or employee, or a contractor deriving a substantial proportion of their income from the government;  - Have any conflicts of interest that would affect their ability to provide impartial assessments. In frames of the cooperation, country researchers must:    - Read the research handbook;  - Participate in an online researcher-training session;  - Carry out primary desk research to locate evidence in relation to each question;  - Use guidance from the research handbook to assess the evidence and respond to scoring scales or yes/no assessment questions;  - Write in clear English a prose justification of any assessments, listing sources used;  - Submit the completed survey within 6 weeks of it being allocated;  - Respond promptly to any reviewer comments.   Optionally, researchers may be invited to be involved in regional dissemination activities. For example, writing a country summary for a regional report, or taking part in regional dissemination webinars.   The process will involve desk research, and may involve carrying out key informant interviews. We anticipate this taking up to 20 days of effort (depending on the specific country and the researcher’s experience) over a 1.5 month during March - June 2021. Applicants are asked to complete and submit the Form by February 7, 2021     Only shortlisted applicants will be invited to the interview phase. The interview phase will be February 8-15, 2021   The engagement of IDFI and national researchers in the Global Data Barometer project is supported by the United Nations Population Fund (UNFPA) Regional Office for EECA.
