IDFI’s Opinion: The Abolition of the Civil Service Bureau is a Continuation of Political Repressions

Since December 2024, the repression of civil servants has intensified significantly, mainly related to their publicly expressed stances. In December, Georgian Dream party initiated and adopted repressive amendments to the Law on “Public Service,” which removed the key legislative guarantee of indefinite appointment for the managerial level employed in civil service and forcibly transferred them to administrative contracts.

 

In parallel, Georgian Dream substantially simplified the reorganization procedure needed for conducting mass purges in civil service, and from January 2025, actively began dismissing civil servants who lack party loyalty.

 

On February 3, 2025, employees of the Civil Service Bureau issued a statement regarding expected legislative changes, according to which the Civil Service Bureau will be abolished, and its functions will be transferred to the Government Administration.

 

The Civil Service Bureau’s function is to develop strategies and reforms necessary for establishing a qualified and ethical civil service, as well as coordinate measures needed for its implementation. The abolition of this institution and the transfer of its functions to a political body is a logical continuation of the repressions initiated by the Georgian Dream.

 

IDFI asserts that the purpose of the repressions carried out by the Georgian Dream in the civil service is political purging. The current circumstances indicate that the primary targets are individuals who, in one way or another, expressed their principled stance against the violation of the Constitution of Georgia, acts of torture or inhumane treatment. The next stage is expected to involve replacing civil servants with individuals loyal to the party.
