Handbook on Transparency and Citizen Participation

The Handbook on Transparency and Citizen Participation in Georgia was developed by the Council of Europe within the regional project ‘Strengthening Institutional Frameworks for Local Governance”.

 

The Handbook consists of four chapters and combines the most important topics for the public service and local authorities such as: Public Ethics and Accountability, Corruption Risks, Transparency and Citizen Involvement in the decision making process. To further analyze the issues of the Handbook there are many practical cases from Georgia. At the same time, the interested readers can see the list of the regulatory and recommendatory international documents which can be the useful sources for acquiring the additional information.

 

The Handbook will be the important instrument for employees at public and local governmental sectors. The Handbook will enhance the citizens’ knowledge and will support them in participation of the decision-making process at the local level.

 

The overall co-ordination for elaboration of the Handbook was ensured by the Co-operation and External Relations Division of the Secretariat of the Congress of Local and Regional Authorities of the Council of Europe.

 

The research work for writing the Handbook was carried out by the Institute for Development of Freedom of Information (IDFI).
