Information about Funds Transferred with the Help of Plea Bargaining Agreements Should Be Accessible

Institute for the Development of Freedom of Information (IDFI) has urged the National Executive Bureau to make the information about funds transferred to the state budget through the use of plea bargaining agreements available.
It is noted in the IDFI blog posted on Nov. 8 that the National Statistical Service changed accounting data methodology for the Executive Bureau in 2013. As a result, the amount of the funds transferred through the use of plea bargaining agreements doesn’t run separate from those imposed through criminal cases damages. That is why IDFI hasn’t succeeded in getting relevant information for the year 2013 from the National Executive Bureau. On Sept.25 IDFI addressed the National Executive Bureau with a subsequent request.
 
“As it turns out from the documentation received, during the first 9 months of the year 2013 (Jan. 1 – Sept. 25) the total amount of fines imposed due to criminal cases over the damage caused to the state, loans and funds transferred to the state budget through the use of plea bargaining agreements reached 54,722,173 GEL. As for the amount of funds transferred through the use of plea bargaining agreements, it has been noted in the documentation that the National Executive Bureau does not run separate records of these data”, – explained in IDFI statement.
However, IDFI received from the National Executive Bureau information on funds transferred to the state budget through the use of plea bargaining agreements in 2009-2012.
IDFI has urged the National Executive Bureau to restore keeping separate records of these data and solve the problem of lack of transparency of the funds transferred to the state budget through the use of plea bargaining agreements, in order for the society not to perceive this fact as an attempt to hide data.
