Criminal Statistics in Tbilisi (2010-2013)

As you know, the criminal statistical data published by the Ministry of Internal Affairs of Georgia in 2012 was not presented according to the types of criminal acts. Despite numerous attempts of IDFI, he Ministry did not make the mentioned data public. On 6th December 2012 IDFI once again addressed the Ministry of Internal Affairs with a request for the criminal statistics from Tbilisi for 2012 and the 11 months of 2013, according to the following types of criminal acts:  

  • Premeditated murder;
  • Attempted murder;
  • Intentional damage to health (including grievous harm);
  • Theft  (including:  in aggravating circumstances, theft from apartments, theft of vehicles);
  • Robbery (including:  in aggravating circumstances, vehicle robbery);
  • Armed robbery (including: armed robbery in aggravating circumstances);
  • Extortion;
  • Illegal drug trafficking (including: in aggravating circumstances, smuggling of drugs,   drug dealing, repeated use of drugs);
  • Bribery.


The fact that the Ministry of Internal Affairs satisfied the request of IDFI on 17th January 2014 and made the criminal statistics of Tbilisi more transparent is welcome. Analogous data from 2010 and 2011 is available on the website of the Ministry, and this gives the opportunity to analyze the statistics of the above-mentioned criminal acts in the relevant period of years 2010-2013.

According to the documentation received from the Ministry of Internal Affairs, the number of identified murders in the 11 months of 2013 (18) was halved in comparison to the number of murders within the same period in 2012 (35). A declining tendency can also be observed in attempted murders - in the 11 months of 2013 there was a total of 51 cases, which is about half of the cases for the same time period in previous years.

The situation is different in the cases of intentional grievous harm to health - in the 11 months of 2013, in contrast to the same time period of the previous years, the number of such cases (52) was the highest.

In the 11 months of 2013, 184 cases of robbery were recorded in Tbilisi. The mentioned number is an increase over the number of robberies in the same time period of 2011 and 2012, but is slightly less than the number of robberies in 2010 in the same period.

In the 11 months of 2013 the same number of armed robberies was recorded as in the same period in 2012.

5648 cases of theft were recorded in the 11 months of 2013. The number was less than the number of thefts in 2012, but more than the number of thefts in 2010 or 2011.

It should be noted that the decrease of the number of thefts in the 11 months of 2013 as opposed to the same time period of 2012 is not observed in the number of thefts from apartments. In 2013 in the mentioned period, 724 cases of theft from apartments were recorded, which is significantly higher than the data recorded in previous years in the same period.

As for the cases of illegal acquisition of a vehicle (robbery, armed robbery, theft) within the last four years in Tbilisi, the numbers have been at roughly the same value.

Apart from the above criminal cases against human life or economic character, the Ministry of Internal Affairs also presented information regarding the criminal acts recorded in Tbilisi related to illegal drugs. According to the data, during the 11 months of 2012 the number of illegal drug-related criminal acts increased significantly. Compared to the same period in 2012, the number of this type of criminal acts increased about four times.

Above we presented the statistics of different types of criminal offenses for 2010-2013 recorded in the city of Tbilisi. As it becomes clear, different tendencies can be observed in regards to criminal offenses compared to previous years. IDFI welcomes the fact that the Ministry of Internal Affairs published this data and expresses hope that the transparency of the criminal offense statistics across the whole country will be ensured in the future, including by proactive publication of the said data on the website of the Ministry.
