Today, at 3 p.m. in the office of “Open Society Georgia”, the Institute for Development of Freedom of Information (IDFI) presented detailed information and analysis about the funding of the construction of the new parliament building, which was prepared on the basis of the information received from the Ministry of Finance and other public institutions, to the representatives of the media.
According to the information received from the State Service Bureau, a total of 347 194 772 GEL was transferred for the purpose of constructing the new parliament building in the city of Kutaisi.

After 2011 the contracting authority for the construction of the parliament of Georgia was Ltd. “State Service Bureau”, which was created with a capital of 50 GEL. Today its capital, through the property transferred by the Ministry of Economy, is 190 million GEL. Mobilization of the necessary funds for the construction of the parliament occurred through selling of the state property.
The received information revealed that the biggest share of the funds for the construction was mobilized through selling 100% of the shares of the joint-stock company “Khramhes” for the price of 99 774 000 GEL. It should be noted that “Khramhes” was purchased by the company GARDABANI HOLDINGS B.V., which in turn is owned by a huge Russian state holding ЗАО “ИНТЕР РАО ЕЭС”.

Companies owned by officials received a fairly huge share of profits from the construction of the new parliament building, namely: Ltd. “Meno International”, 33% of the shares of which is in the possession of Irakli Chiqovani, the Chairman of the National Communications Commission of Georgia, and Ltd. “Caucasus Road Project”, 100% of which is in the possession of the former Minister for Employment Paata Trapaidze.    

 
According to the information provided by Ltd. “State Service Bureau” the amount of money transferred to Ltd. “Meno International” related to the construction of the building was 216 470 114,58 GEL, while “Caucasus Road Project” received a total transfer of 34 797 379,52 GEL.
