The research aims to analyze and to identify the main tendencies of the decision-making process that describes two main periods of the Civil Service Reform.
In 2015 the Quality of Government Institute at the University of Gothenburg published an Expert Survey Report II. The report assesses the design and the administration of bureaucracy as of 2014 in 159 countries, including Georgia.
On April 16, 2015, the Institute for Development of Freedom of Information (IDFI) sent a freedom of information letter to the Georgian Revenue Service requesting information on whether the Revenue Service had conducted inspections of Free Industrial Zones (FIZ) in the country. IDFI also requested the reports or protocols prepared by the Revenue Service as a result of these inspections.
Civil Service Reform - Expectations and Reality
The Institute for Development of Freedom of Information (IDFI), in partnership with the University of Bremen and with the financial support of the Federal Foreign Office of Germany implemented the project “Strategic Plan Georgia 2020 – Strengthening Public Involvement” between July 10, 2015 and February 10, 2016. The goal of the project was to raise the awareness among civil society groups and to strengthen the understanding of Georgia’s socio-economic development strategy “Georgia 2020”, to identify problems and to formulate relevant recommendations, existing challenges and the implementation process of the strategy.
IDFI presents its brief overview of the National Anti-Corruption Strategy. The analysis discuss such crucial topics of fight against corruption in civil service as: civil service recruitment, whistleblower protection, asset declarations of high-ranking officials, remuneration in civil service and public procurement.
Open Government Georgia Forum has started developing new commitments for the OGP Georgia Action Plan 2016-2017 in cooperation with the public entities and the non-governmental organizations.
On March 1st, 2016, Webinar was held on “2016 OGP National Action Plan Development,” financed by the World Bank Group and the OGP Support Unit. Presenters of the Webinar: Abhinav Bahl, program manager of the OGP Support Unit and Shreya Basu, OGP regional coordinator for Asia-Pacific discussed how national action plans should be developed, what notions should guide the countries in the development process, and provided thorough recommendation for elaborating the stronger action plans in term of the format, process, and content.
The article aims to critically assess the draft law on Civil Servvice Reform initiated by the Government of Georgia on July 9, 2015, which was adopted on September 27, 2015. The article also analyses the compatibility of the planned changes with the goals of the reform.
Since 2012, the Government of Georgia started to implement Public Service Reform. On the one hand, the reform aims to implement effective democratic governance and hence, is directed toward the approximation with the EU.
