The Coalition Calls on High Council of Justice Not to Appoint Court Chairs Using Opaque Processes

If the HCOJ fills the chair vacancies using the opaque process and ignoring merit, this will further significantly undermine public trust in the judiciary, boost the informal influences within the judicial system, and the independence of individual judges will come under significant doubt.

NGOs Respond to Latest Developments Related to the Incident between the Chief Auditor and Ex-Chief Prosecutor

Organizations signatory to this statement would once again like to respond to recent developments related to and the investigation of the incident between the Georgian Chief Auditor Lasha Tordia and Ex-Chief Prosecutor Otar Partskhaladze. May 24 saw a suspicious leak of a video discrediting the Chief Auditor. The video depicts a December 24, 2016 incident at a Tbilisi café that allegedly involved Chief Auditor. It turned out that an investigation on this incident had been launched on the same day under Article 151 of the Criminal Code of Georgia.

The Coalition Negatively Assesses the Ongoing Processes in the Judiciary

On May 11, 2017, the High Council of Justice (HCOJ) appointed 64 judges. Of them, five judges (former judges of the Supreme and Constitutional Courts) were appointed for life, without a probation period. Unfortunately, some of the candidates participating in the selection closed their interviews to public. Among them was Mikheil Chinchaladze, towards whom public interest was especially high. Hence, it is unknown to the Coalition how the interview process went, however the Coalition plans to request and review the assessments of HCOJ members.

Joint Statement of NGOs regarding Assault of Lasha Tordia, Auditor General of Georgia

We, the undersigning organizations, express our outrage regarding the assault committed against Lasha Tordia, the Auditor General of Georgia. According to the statement made by Lasha Tordia, he was attacked by Otar Partskhaladze, a former Chief Prosecutor and, together with his security personnel, physically assaulted him, which is particularly alarming. The victim notes that the assault was related to a specific case which the Auditor’s Office is investigating. According to Lasha Tordia, the case involves transfer of plots of land in 2016 and Otar Partskhaladze’s name is involved in the case.

The Coalition Negatively Assesses the Ongoing Processes in the Judiciary

The Coalition Responds to the Initiative Limiting Freedom of Expression to Protect the Court’s Reputation

The Coalition for Independent and Transparent Judiciary responds to media statements and calls by High Council of Justice (HCOJ) members that discussed the need for new regulations limiting the freedom of expression and called for improvement of self-regulatory mechanisms of the media, in order to protect the standing of the judiciary and reputation of judges. Importantly, the initiative of introducing sanctions to protect the reputation of the judiciary was also discussed in the Judicial System Strategy working group, causing strong criticism from international experts and local civil society organizations involved in the project.

The Coalition Believes the High Council of Justice Must Stop the Judicial Selection Competition

The Coalition addresses the judicial selection competition that the High Council of Justice (HCOJ) initiated on February 17 to fill 84 vacancies. Applications have already been reviewed and 105 candidates were selected for interviews.

The Coalition Calls on the Government to Start Substantial Reforms in the Court System

In the recent Rustavi 2 case, the quality of the court’s handling of the case, the procedural problems and questions raised at each stage of the case, and the suspension of enforcement of the Supreme Court’s decision by the European Court of Human Rights all confirmed the existence of systemic problems in the justice sector which have been actively pointed out by local and international organizations.

The Coalition Submits a Written Communication to the Council of Europe Committee of Ministers

The Coalition for an Independent and Transparent Judiciary submitted a written communication to the Council of Europe Committee of Ministers.  The document aims to inform the Committee of Ministers about the state of execution of the so called Garibashvili Groupcases.
